Candidates Information

The upcoming 2022 Municipal Election will utilize an alternative voting method through Simply Voting to submit your ballot by Telephone or Internet. This same platform was used in the 2018 Municipal Election. 

 Municipal Elections Act

 Offices to be Elected 

  • Mayor – one (1) to be elected
  • Deputy Mayor – one (1) to be elected
  • Councillor – West Ward – three (3) to be elected
  • Councillor – East Ward – three (3) to be elected

East Ward = Former Town of Clinton and Township of Hullett

West Ward = Former Township of Goderich

A candidate can run for office in the Ward of their choice, not necessarily the Ward in which they reside. However, the candidate must vote from the address at which they reside.

  • Avon Maitland District School Board - Central East Huron Trustee – one (1) to be elected
  • Huron Perth Catholic District School Board - Trustee - one (1) to be elected 
  • French School Board Representative - Conseil Scolaire Viamonde - French Public Trustee - one (1) to be elected 
  • French School Board Representative - Conseil Scolaire Catholic Providence - French Catholic Trustee - one (1) to be elected

 How to Become a Candidate 

  • A person must be eligible to hold office on the day they file their Nomination Form.
  • Every person qualified to be an elector is qualified to hold office as long as they are not disqualified by the Municipal Act or any other Act. 
  • At least 18 years old, Canadian citizen, resident, owner, tenant (or spouse of) of land in the Municipality.

 Nomination Process 

  • A candidate may file their nomination papers as of May 2, 2022. A potential candidate must file nomination papers prior to receiving any campaign contributions and/or expending any funds on a campaign.
  • Nomination papers will be available on our website or from the Clerk's department. The nomination form must have original signatures and it's recommended to make an appointment with the Clerk in advance as each candidate is required to take a declaration which must be made in front of a Commissioner of Oaths. To complete the nomination process, the following must be provided to the Clerk:
  • Identification 
  • Nomination Paper - Form 1 
  • Endorsement of Nomination - Form 2 - must have 25 signatures from eligible electors  
  • Declaration of Qualifications 
  • Filing Fee 
  • Office of Mayor - $200
  • All other positions - $100

Refunded if Campaign financial statement is filed by the deadline. Fee is payable by cash, debit, money order or certified cheque only. Payment will not be accepted by credit card, personal cheque or e-transfer. 

A paper copy of the "Nomination Package is available from the Clerk. It is strongly recommended that candidates wait to sign these forms during their meeting with the Clerk.

Candidate Campaign Contributions 

Campaign Advertising & Signs - Refer to the Municipal Elections Act - Elections Act 88.3

  • The Central Huron Election Sign By-Law sets out the rules around election signage. Campaign materials, including signs, are not permitted on public property. 
  • Election signs must not utilize the Central Huron logo or image.
  • Election signs must be removed within 72 hours following the election.

Campaign Period 

  • Campaign period begins on the date that Nomination papers are filed.
  • Campaign period ends on January 3, 2023 unless nomination is withdrawn, candidate was not certified or the campaign is extended to pay down a deficit.

 Campaign Finances, Bank Accounts & Contributions 

  • Candidates must open a bank account if they accept any contributions (including money from themselves) or incur any expenses.
  • The Nomination fee is considered to be a personal expense.
  • All contributions must be deposited into the campaign bank account. All expenses must be paid out from the same account.
  • Inventory from previous campaigns (i.e. signs) used in the 2022 campaign, must be reported using the current market value as a contribution to their campaign.
  • Likewise, reusable campaign materials must be valued and reported as closing inventory.
  • If a candidate uses their credit card for purchases, they should make sure they keep clear, defendable records showing that the expense was reimbursed from the campaign account.
  • The Clerk will calculate the maximum amount of campaign expenses that each candidate may incur and will provide a final "Certificate of Maximum Campaign Expenses" form to the candidate on or before September 26, 2022.
 Notice of Nomination For Office in the 2022 Municipal Election 

Notice is hereby given to the Municipal Electors of the Municipality of Central Huron that Nominations for the following offices:

Mayor - One position to be elected at large 

Deputy Mayor - One position to be elected at large

Councillor East Ward - Three positions to be elected 

(East Ward comprised of the former Town of Clinton and Hullett Township in their entirety)

Councillor West Ward - Three positions to be elected 

(West Ward comprised of the former Goderich Township in its entirety)

 

Nominations may be made by completing and filing in the office of the Clerk,  23 Albert Street, Clinton, ON, nominations on the prescribed form.  Such nomination papers must be accompanied by the prescribed nomination filing fee of $200.00 for the position of Mayor and $100.00 for all other  offices.  The filing fee is payable by cash, debit, or certified cheque).

 

A Nomination must be signed by the candidate and may be filed in person during regular business hours, 8:30 a.m. to 4:30 p.m. up to August 18, 2022 and on  ‘Nomination Day’ August 19, 2022 from 9:00 a.m. to 2:00 p.m.

  

The required filing fee for the Head of Council is $200.00 and all other offices are $100.00 (cash, debit, or certified cheque) made payable to the municipality) must accompany the signed form. Full details on the procedures to be followed may be obtained from the Municipal Clerk.

Notice is hereby given to the Municipal Electors of the Municipality of Central Huron and Huron East for the office of school board trustee:

 

One (1) person to be elected to represent the electoral district of Central East Huron consisting of the Municipality of Central Huron and Municipality of Huron East.

 

Nominations/Registrations may be filed during regular business hours at the office of the Clerk for the Municipality of Huron East, 72 Main Street South, Seaforth, Ontario, N0K 1W0 up to August 18th, 2022 and on Nomination Day August 19th, 2022 from 9:00 AM to 2:00 PM.

Le Conseil Scolaire Catholique Provindence 

Un (1) à élire-représentant les régions combinées à l’intérieur des Comtés de Lambton, Huron et Bruce.

 

Le Conseil Scolaire Viamonde 

Un (1) à élire-représentant les régions combinées de toutes les municipalités des Comtés de Waterloo, Wellington, Middlesex, Perth Les formulaires appropriés au bureau du Greffier.

Chaque nomination doit être dûment signée par le candidat et classée par la candidat ou un agent entre la période de l’année débutant lundi le 2 mai 2022 et finissant vendredi le 19 août 2022 (Journée des nominations) entre 9h et 14 h.  Un honoraire prescript au montant de cent dollars ($100.00) doit accompagner le formulaire.  Les règlements provinciaux requièrent que l’honoraire soit en argent comptant, chèque certifié ou un mandate, carte-client ou carte de crédit. Les cartes de crédit n’est pas accepté à Sarnia.  Les chèques personnels ne sont pas être acceptés. Le formulaire du candidat doit être approuvé par le Greffier afin que la personne nominée devienne un candidat certifié pour le poste qu’ils a été nommé.

Le Conseil Scolaire Catholique Provindence

Les nominations peuvent être classées entre 9h et 14h, le jour des nominations le vendredi 19 août 2022 ou avant le jour des nominations pendant les heures normales de bureau.  Les nominations peuvent être classées au bureau du Greffier de Sarnia au C.P. 3018, 255 Rue North Christina, Sarnia, Ontario.  N7T 7N2 ou à votre demande, au bureau municipal de votre municipalité si la distance entre votre résidence et le bureau municipal de Sarnia est au-delà de cent (100) kilomètres.

Le Conseil Scolaire Viamonde 

Les nominations peuvent être classées entre 9h et 14h, le jour des nominations le vendredi 19 août 2022 ou avant le jour des nominations pendant les heures normales de bureau.  Les nominations peuvent être classées au bureau du Greffier de London au C.P. 5035, 300 Dufferin Avenue, London, Ontario, N6A 4L9 ou à votre demande, au bureau municipal de votre municipalité si la distance entre votre résidence et le bureau municipal de Sarnia est au-delà de cent (100) kilomètres.

Au cas où il y aurait un nombre insuffisant candidats certifiés pour remplir les postes disponibles, les nominations pour les postes libres seront réouvertes seulement le mercredi 24 août 2022 entre 9h et 14h, heures de bureau, et toutes nominations additionnelles, si requis, peuvent être classées au bureau du Greffier désigné.

L’électorat est dûment notifié au cas où il y aurait un nombre excédent de candidats certifiés pour les postes disponibles les bureaux de vote seront ouverts aux dates précisées, dans le but de permettre les notes avancées.

Si vous avez l’intention de poser votre candidature aux élections municipaux pour quelque poste que ce soit, vous devez premièrement compléter et classer le formulaire approprié indiquant votre candidature au bureau du Greffier assigné avant de dépenser aucun frais monétaire ou d’entreprendre des prélèvements de fonds monétaire à votre campagne électoral.
